The Reinvestment Zone Number Three, City of Houston, Texas (Market Square TIRZ) and the Main Street Market Square Redevelopment Authority (MSRA) were created to support an environment attractive to private investment around the central business core of the downtown area in a manner that will ensure the long term stability and attractiveness of the entire central business district.
Created by Houston City Council on December 13, 1995, The Market Square TIRZ originally encompassed only a nine-block area. On November 11, 1998 the Board of Directors of the Market Square TIRZ recommend that the City add approximately 50 blocks into the Zone--an enlargement that was adopted by the City on December 16, 1998. On September 13, 2005 the Board of Directors recommended that the City add 2 additional blocks into the Zone. That enlargement and adoption of an Amended Project Plan and Reinvestment Zone Financing Plan was approved by City Council on September 14, 2005.

| Provide the tools needed to help alleviate blight, deteriorated street and site conditions, address obsolete transit services, encourage economic development and promote sound growth of residential, retail, hotel and other commercial development within the area, which in turn is critical to the long term economic health of the entire City of Houston. |
